The position requires the ability to meet deadlines, ascertain and develop critical win components, organize and coordinate complex responses, competently edit and tailor compelling proposal content, and manage proposal production for submittals. Outstanding ability to work with people at all levels, strong writing/editorial skills, energetic self-starter attitude, and organizational skills will be keys to the success of this position.   JOB OVERVIEW: Implements Parsons’ proposal processes. Educates proposal teams on the use of these processes on efforts. Coordinates with capture or project managers to communicate and produce accurate capture, proposal and strategy intelligence to the proposal team. Provides “hands-on” proposal process support and expertise during the entire proposal process (including production), and works with assigned authors and contributors to develop fully compliant and responsive proposal content. Understands and communicates opportunity and solicitation-related business and technical requirements/information. Effectively deals with people at all levels. Works efficiently and professionally on a senior level capacity. Accomplishes tasks with significant enthusiasm and initiative. Performs other responsibilities associated with this position as may be appropriate. REQUIREMENTS: Bachelor’s degree in Communications, English, Journalism or related discipline. Preferably with related Master’s degree.   At least 10 years of proposal management experience for engineering/architecture and/or construction management firms. Preferably with significant experience in UAE or Middle East. Successful track record of producing winning proposals, preferably with multi-volume submittals. Thorough understanding of proposal pricing strategy and contract terminology and negotiation. Excellent writing and editorial skills, communication and organizational skills and self-starter attitude. Adept in utilizing MS Office (Word, Excel, and PowerPoint), Adobe InDesign, Photoshop, and Illustrator. Must be able to work extensive hours to meet deadlines and travel, when required.

Develops and implements PRISM and project WBS, and coding structure, based on established progress/cost collection levels and reporting requirements  Develops job cost forecast and updates the system (PRISM) on monthly basis under guidance from the Project Manager and Cost Control Lead Reviews all hours and costs in PRISM on weekly basis and notifies the Project Manager in case of any incorrect entries (time charges / costs). Determines the basis of progress measurement and routinely measures, validates and reports project progress utilizing Earned Value Management (EVM) techniques Analyzes project performance and makes recommendations in respect of (mitigation or improvements to) the same Prepares the Project Controls Statement (PCS) in conjunction with the Project Manager for his/her approval Prepares invoices after liaising with the Contracts Manager and Project Manager.  Supports accounts receivable as required during the billing processing.  Monitors billing status and unbilled issues, working with Finance, Contracts, Accounting and Project Managers to resolve issues in a timely manner Assists in various financial aspects of sub-contracts and vendors, including payments and variations Prepares monthly cash flow statement and cash receipts. Parsons has an immediate opening in our  Salt Lake City ( South Jordan ) office for an  Associate Civil Engineer to perform a wide  variety of civil engineering duties focused primarily with  hydrology & drainage design engineering  for  road & highway projects in Utah . The Engineer at this level is in a developmental mode, being trained under close supervision in the utilization of engineering theories and practices, and gaining exposure to Company procedures. Assignment may be to a structured rotational program which would include experience in Project Controls, Procurement, and Construction Management, as well as through several disciplines in Engineering including Drainage. Some assignments involve CAE (computer aided engineering)/CAD (computer aided design) applications. Willingness to travel or relocate to supplier, client, or construction site locations is expected.    RESPONSIBILITIES:   Performs various engineering and design assignments for  hydrology & drainage and associated   calculations ,  requiring the application of basic principles and fundamental theories studied in a four-year university engineering program, and available data. Prepares or assists in preparing fundamental engineering computations, material quantity takeoffs, estimates, surveys, and designs.  Assists in the preparation of detailed requisitions for material purchase, services, and subcontracts.  Under the guidance of a more senior engineer, assists in reviewing supplier drawing submittals and technical bid analyses.  Assists in the preparation and issuance of specifications, data sheets, and other construction documents.  Provides input to CAD Designer/Drafters working on the same project.  Performs other responsibilities associated with this position as may be appropriate.     Requirements : 4-year degree in Civil Engineering (or related field) and 0-3 years of related work experience. Some classwork or internship or professional work with hydrology and drainage systems is highly desirable.  Skills :   Requires basic engineering knowledge in Civil Engineering or a related field. Familiarity with  Autocad Civil 3D or Microstation  and other PC software packages typically associated with engineering is also required.
